The warehouse model is conceptually clean: goods arrive, enter the bonded warehouse under the warehouse entry, sit, and leave either into US commerce with duty paid on the original classification and value, or out of the country under bond with no duty due. The five year clock from importation is the hard edge. Stock that outstays it is liable to seizure and sale, which makes the structure a poor home for inventory without a predictable exit.
Inside the walls, the goods are largely frozen. Cleaning, sorting, and repacking under supervision are permitted within limits, but manufacturing and most manipulation are not. For pure distribution with duty deferral as the whole goal, finished goods awaiting sale, returned goods awaiting a decision, exhibition stock, the warehouse does the job with modest overhead and a well understood rulebook in 19 CFR Part 19.
The zone changes the questions an importer can ask. Goods admitted to an FTZ can be assembled and manufactured, and where production authority applies, the importer may elect duty treatment on the finished article rather than the components, the inverted tariff benefit that makes zones valuable in industries where parts carry higher rates than the products built from them. Weekly entry consolidates filings for high volume shippers, merchandise processing fee savings follow, and goods destroyed or re exported from the zone never meet a duty bill.
The machinery costs accordingly: zone activation, a bond, inventory control systems that satisfy CBP audit expectations, an operator who lives in the compliance detail, and admission and entry processes run as a discipline rather than an errand. Zone economics are programme economics. They pay at volumes and duty differentials that justify a permanent operation, and they embarrass themselves at small scale.
Four questions sort most importers. Do you need to manipulate or manufacture, or only store? Storage alone leans warehouse, operations lean zone. How long does stock sit? Long and uncertain dwell favours the zone's absence of a five year wall. What is the rate relationship between your components and your finished goods? An inverted tariff is the zone's strongest single argument. How many entries do you file? Weekly entry and fee consolidation reward high frequency shippers in the zone model.
Run the comparison with real duty at stake, real dwell times from your inventory system, and the operator quotes for both structures, rather than from the brochure version of either. Confirm the design with a licensed customs broker and, for a zone, an experienced FTZ consultant, because activation and production authority are applications with their own timelines, not settings to toggle.
Neither pauses the other obligations. Admissibility, partner agency requirements, marking, and Section 301 and AD/CVD exposure all survive admission or warehousing in their own ways, with the additional duties generally following the goods into commerce as the underlying actions provide. A deferral structure chosen to dodge a trade action rather than to manage cash flow and operations is a structure that will be examined as one.
Deferral also is not forgiveness in the storage case most managers imagine first. Duty is postponed, and for goods that all eventually enter domestic commerce at unchanged rates, the lifetime duty paid can match the direct import model almost exactly, the gain being cash flow timing and the re export and destruction exits. Price the gain as what it is, and the structure that wins on honest arithmetic tends to keep winning after the audit.
Up to five years from the date of importation. Goods not withdrawn or exported by then are treated as abandoned and liable to seizure and sale under the regulations.
No. Only limited manipulation such as cleaning, sorting, and repacking under conditions is permitted. Manufacturing and assembly are FTZ activities, subject to the zone's authority.
No. It defers it, and eliminates it only for goods re exported or destroyed in the zone. Goods entering US commerce pay duty, with the FTZ election sometimes allowing the finished article's rate and status to apply.
The bonded warehouse, by a wide margin in most cases. FTZ activation, systems, and operation are a programme investment that pays at scale or with an inverted tariff, not a small importer's first move.
